PROGRAM THEORY VERSUS IMPLEMENTATION: THE IMPORTANCE OF PROCESS IN UNDERSTANDING PROGRAM IMPACT

Abstract An extensive MyCare Ohio process evaluation was conducted to understand factors affecting everyday implementation. This involved a review of membership enrollment data and qualitative interviews focus groups with state-level stakeholders (n=29), regional comprised Area Agency on Aging Plan personnel HCBS service providers (n=418), members (n=40); which were audio-recorded, transcribed, checked for accuracy prior coding in Dedoose. Results show that while originally envisioned as program coordinate Medicare Medicaid services dual-eligible, physically-disabled older adults, many are under age 65 (47%), have opted out the Advantage portion (42%), live behavioral health diagnoses. presentation will discuss how is instrumental understanding impact younger members, concerns, opted-out shaped implementation Ohio.
